Instead, what Welt does is give the opportunity for Bailu to heal more. You might think that Welt slowing down enemies and delaying their turns might take away Bailu's ability to shine, but you'd be very wrong in that case. His Imaginary damage, however, is significant enough that you'd be silly not to have him as a sub-DPS on your team. His own abilities and his ultimate slow down your enemies and delay their turns long enough that they may not even get the chance to take them. However, Welt is not supposed to play an intentionally supportive role. Welt sits in an odd area as a character because he works both as a great support and a wonderful sub-DPS character.
